Search warrants were executed across Sydney in Bradbury, Yagoona and Campbelltown at 6am on October 25.
A 22-year-old Bradbury man was arrested without incident, police said.
Preston, 50, had been released from prison earlier in 2023 and was eating at a Keilor café with business partner Abbas 'AJ' Maghnie, 26, when the gunman approached at 10.20am on September 9.
Maghnie escaped the scene with a non-fatal gunshot wound.
A crowd of patrons witnessed the attack but no onlookers were physically injured, police said.
The alleged getaway car, a black Audi, was found burnt-out nearby. The alleged offender's subsequent getaway car, a black Volkswagen Polo, was also found burnt-out.
"This has been a very challenging investigation," detective superintendent Janet Stevenson said.
"This is a significant arrest and an important step forward, however this investigation remains live and is far from over," she said.
"This shooting was an extreme display of violence in a public setting and those involved had complete disregard for innocent members of the community."
