Chief Health Officer Dr Kerry Chant said 14 of the 25 cases are linked to the Regents Park cluster in Sydney's south west during the NSW Health Update on Monday.
"It is expected that our numbers linked to this cluster will rise as further results are confirmed," she said.
The 14 cases in the Regents Park cluster do not include an ACT resident who is believed to have acquired the Omicron variant at the Sydney Indoor Climbing Gym in Villawood on Saturday, November 27.
"The ACT has separately reported cases linked to that resident," Dr Chant said.
The remaining eleven cases are believed to be from either overseas or on an international flights.
Dr Chant said NSW Health is "continuing to investigate" Omicron cases at Regents Park Christian School, St Peters Chanel Catholic Primary School in Regents Park and the Sydney indoor climbing gym at Villawood.
"I'd just like to thank the incredible response of the school communities that have been linked to this outbreak. Thank you so much for turning up to testing and thank you so much for your commitment to following the public health advice as we aim to understand this outbreak and reduce any further spread," she said.
