Mr Hay was a mainstay of the surf club for many years and a much-loved member of the community who was involved in numerous life saving rescues and searches in the area.
Stuart Manson who will be the MC for the service said that because of expected numbers, a shuttle bus service from Pambula Sporting Complex had been arranged so that people could leave their cars at the sports ground and use the bus.
"The shuttle bus will be operating from the sporting complex from 9.20am, departing every 10 minutes. There will be a return service from 12 noon and on the half hour as needed," Mr Manson explained.
"It is being held outside at the request of the family. There will be some seating but given the anticipated numbers it will be limited. People are free to bring their own portable seats if they need to," Mr Manson said.
The service is expected to take 1 hour and 10 minutes at which point Mr Hay's wife Marie and son Jack will invite anyone wishing to join them on the water for the scattering of his ashes at approximately 11.15am. A guard of honour is expected to be formed on the approach to the water. There will be a small number of beach craft for people to use.
Mr Hay's ashes will be scattered out past the break and people are welcome to join the family or enter the water to where they feel comfortable. Mr Manson said they were hoping for a swell with the forecast for clear weather and 0.4m surf.
Water Police, Marine Rescue, police and paramedics will attend and there will be a flyover by Westpac helicopter Lifesaver 1.
The family has asked for no wreaths but there will be a special donation box in the clubhouse on the day for anyone wishing to give to the fund which will be announced at the service, Mr Manson said. There will be food and refreshments in the clubhouse after the service.
