Mr Carlton said he believed an ocean outfall was "the way to go" but wanted to see higher levels of effluent treatment.
"Obviously we need to reuse as much as possible but we also need a disposal method. The key is making sure the water is treated to an appropriate level," he said.
"In major rain events the volume increases dramatically and no one is able to use it but we don't want it going across the beach," Mr Carlton said.
"Something has to happen right now. They need to be gearing up for increased population."
In a reference to the recent run off problems from the Mirador subdivision in to Back Lake, Mr Carlton said it wasn't good enough to blame large rain events.
There were concerns from farmers and the community after sediment traps failed to do their job at the latest area of the Mirador housing subdivision. "We can't use progress as an excuse for destroying the waterways," he said.
