Club manager Rob Tweedie said there will be up to 3,000 people allowed trackside on the day, he was expecting a crowd of around 1,000 people.
All patrons attending the event will need to check-in and show their double vaccination status or exemption certificate to get into the venue.
The racecourse will not have TAB status due to many clubs around the country holding events for Melbourne cup, but the TAB races from around the country will be televised on the day at the club.

The Melbourne and Sydney races will be televised to allow people to get into the spirit and atmosphere of the day. The TAB facilities at the club will also be open for people to bet on the larger races.
"The races here on the day will be broadcast on track but not through people's homes and pubs and clubs."
Although Mr Tweedie did not yet have the names of the bookmakers, he said there would be five bookmakers at the club on the day.
The fields will be released on Friday October 29. The races will kick-off between 12pm and 1pm.
There will not be fashions on the field for this particular meeting because the club has only just opened up after COVID, however there will be a black and white theme.
The meet will be quite cautious this year due to the nature of the pandemic.
"The members area and sponsors area will be restricted by numbers, based on a one person per 4 square metre rule. The first 50 members will get a badge and surgical masks will need to be worn inside at all times unless eating or drinking.
"Indoor areas will be restricted, but outdoor areas will be open and there's a massive outdoor grassed area and plenty of room for people to move around safely," Mr Tweedie said.
"We're running under government regulations at the moment, hence why we're not going to oversell the meeting to any luncheons or anything like that.
"The bar will be open and the kiosk, run by the Tathra Lions, will be open for people to purchase food."
Sponsorship and marketing co-ordinator Jess O'Donnell said there will also be a Brown Brother's Bubbles Bar, a Champagne corner, and a Wheeler's pop-up Oyster bar for those who wish to indulge.
Attendees can also bring their own picnic lunch, but the event is strictly no BYO alcohol.
Free buses will be running to the club from Eden, Pambula, Merimbula, Tura Beach, Tathra, and Bega. The times and locations for the multiple pick-up and drop-offs will be on their website.
On Monday November 1 there will be a Calcutta at Club Sapphire, with tickets available at the door.
