Sione Benjamin Liki, 29, was refused bail when he appeared in the ACT Magistrates Court on Wednesday.
Liki, of Glenmore Park in western Sydney, is charged with trafficking methamphetamine and dealing with the proceeds of crime. He has not entered pleas.
Court documents say police were parked in Conder about 1.40am on Wednesday when they noticed a Mitsubishi Triton with stolen number plates drive past.
Officers began looking for the car and when they found it at the end of Merri Place, they saw a man standing next to the driver's door and Liki allegedly running from the passenger side.
Liki is accused of hiding behind another parked car about 30 metres away, before coming out and identifying himself.
Court documents say that during a search of the Mitsubishi Triton, police found a brown tote-style bag with the zipper open in the passenger seat footwell.
Inside the bag, according to police, was drug paraphernalia including two smoking pipes, about 100 small clip-seal bags, two empty plastic containers with suspected drug residue, and digital scales.
Police had spoken to Liki about 24 hours earlier, and asked him where the satchel he had been carrying on that occasion was. Liki responded that he did not know.
Officers searched the area where they had seen Liki hiding behind the parked car, and allegedly found the satchel and a damaged mobile phone under the vehicle.
Court documents say Liki's wallet and three clip-seal bags of methamphetamine were inside the satchel. The drugs were found to weigh about 4.8 grams combined, and there was $1447.10 suspected to be the proceeds of crime in Liki's wallet.
The mobile phone found under the parked car was also seized and will be forensically examined by police.
Court documents say that when he was arrested, Liki told officers he did not own the drugs and was simply holding him for the man he was with.
In the ACT Magistrates Court on Wednesday, duty lawyer Solitaire Zahnleiter applied for Liki to be released on bail.
Ms Zahnleiter said the charges were "likely to be contested".
Liki's family, including his four children, were reliant on his income from his job as a forklift driver and him being remanded in custody would have a negative impact on them, she said.
Ms Zahnleiter said Liki would be able to abide by bail conditions including that he not enter the ACT unless attending court or legal appointments.
Prosecutor Sarah Pitney opposed bail, saying there was a risk Liki would commit offences and fail to appear in court.
The court heard Liki had been on parole, having been released from a NSW prison in December after serving jail time for robbery.
Magistrate Peter Morrison refused bail, noting that Liki had been on parole and that he had a "significant" criminal history.
The case is due to return to court on March 26.
