Operations at the central waste facility commenced in December 2013 with stage 1 of the landfill being filled to capacity in May 2016 and stage 2 expected to reach capacity by February 2019.

Council has already acknowledged that the site is filling up faster than predicted and preparation of the stage 3 landfill cell must be complete by the end of 2018 to ensure continuity of the service.

Council is expected to decide who will carry out the work on stage 3 as well as capping stage 1 and stage 2 when it achieves capacity early in 2019.

Councillors will also consider a report on Merimbula Airport and its management.

The report has been prepared to update council on the transitional arrangement for the management and operation of the airport and recommends that contract extension negotiations are entered into with Airport Agencies for a further two years until the runway and terminal extension works are completed.

Flight services of a different kind will be discussed when councillor Tony Allen puts his motion that council should make a submission to the Joint Regional Planning Panel opposing the development of the Frogs Hollow Flight School.

Written submissions are due by December 20.

Cr Allen said the JRPP Secretariat has advised council may make a submission in relation to the DA provided councillors who are nominated members of the panel declare their position, leave the chamber and take no part in the debate.

Asset management and its cost has been a polarising subject between cost cutting and provision of infrastructure.

The general manager has proposed a review of the complex subject saying council needed to change the way it planned and stop thinking short-term.
