Chris Dwyer scored the winning goal off a flying header from a Bega corner effort, while Blake Grant and Ross Jones had looked dangerous in front of goals at times.
Ross Oldham was a one-man-army for the Tigers, stopping a number of close range strikes to keep the Devils to a single goal.
Play was fast and occasionally heated in an encounter where discipline waned at times and a number of players were carded.
A player also received a red card in the dying minutes.
Earlier, the Eden Killer Whales had outclassed Pambula 5-0 in the women’s final.
The Killer Whales dominated out of the mid, while Debbie Heron, Amber Seckold and Talia Westley made plenty of opportunities at the front.
In the reserve grade clash, the Wolumla Tigers claimed a 2-1 win, after the Grasshoppers had levelled 1-1 from a dot shot.
